My '12 had the same problem and characteristics. The dealership figured out it was something inside the steering column which was going to require a lot of money to fix. My $20 fix was a button down by the E brake that I could press with my foot that was wired to the factory horns via the new switch and car battery.

 

Most likely the clock spring.

 

clock spring is not hard to replace.

 

Is this code for something else?

I probably can't post links with such a low post count but there is a couple on amazon. Are those to be trusted or do I HAVE to have OEM?

Seriously though, have you checked to see if you're getting power to the horn when activated? I had a damn mouse or rat get into mine a while back. He got the cabin air filter, a fuel line(why plastic, Toyota?), and my washer tubing. No telling what else.

 

If I'm not mistaken, the clock spring is wiring. So I would not be getting power to the horn if the clock spring is out. I believe it is a mechanism so that the wheel can be turned so the wiring doesn't get tangled up.

 

Correct. So, is their power at the actual racket maker, or not?

 

I'm thinking about replacing my horn with a paintball gun.
