Just had a new set of 5100 Bilstein's (silver) installed on my 06 Tundra.

Never had a worse ride,

I feel every crack in the road, bumps are torture. I'm really surprised

Tires are at 30 psi.

I had the yellow Bilstein before, they were great when they were new. Floated over a rough road beautifully.

The installer set the height at the 2nd to highest setting.

I've heard this makes it stiffer, but this is a very bad ride.

I'm wondering if the valving is wrong on the shocks maybe a factory mistake.

Anyone had a similar experience?

Not at all - put adjustable 5100's to level the front on mine about 70K miles ago and never had the issues you speak of. I would reach out to Bilstein and see what they have to say.

Make sure that they installed them with the lower spring perch aligned correctly. The "tube" part that fits over the collar ring is supposed to point up with the coil base at the bottom. Sounds simple, but installers make this mistake all the time.

I've got the 5100's on mine and it floats like a cadillac. Smoother ride than my 2020 silverado 1500 was to the point even my wife noticed. I've run the 5100's on every vehicle I own and it's always a great ride.
