It looks like the previous owner either disabled or unplugged the interior lighting within the car. Is this an easy fix? Or is this something I should bring into the dealer?

Actually it's twisting trip meter reset that adjusts the cluster lights, the rotary wheel to the left of the steering column is for the headlight leveling. The easiest thing to check is the rocker switch to the left of the steering column, it should say on-door-off, make sure it's on door, if okay then go to the fuse.
