Strike one...the lift shop could not fix it. everything was tight, but definitely the rack. Went to the dealer and within 10 mins they locate the issue. The shop installed a bolt that was too long and rubbing against the rack when it moves. The bolt was not even tight, since it was too long(about 1/2"). The shop manager showed me and was spinning the washer that was on it with his fingers.

Mine has the same issue. I guess time to start looking at the rack. just out of curiosity, who did your lift?
