Sounds good mrmachinist. I'm going to spend tomorrow taking my bumper apart and coming up with a plan. I think some 6061 alloy spacers would be plenty strong enough to work. If anybody out there knows of someone that can make some spacers out or 6061 or steel please send me a message and I'll work on getting the pictures and measurements.
6061 would be fine and much easier to manufacture. If I ever get the time and money to cnc my mill at home I will be making all kinds of stuff. I can make a few parts at a time on the manual but making a bunch sucks on a manual. We have cnc's at work and I can make a run of something but I would need to do pre sales and work up a cost first as I have to pay the shop but it is a discounted rate. We have lathes, mill turn, vertical mills, and a wire edm. A waterjet, plasma table or laser is best for doing plate work like that.

I personally would trim the bumper before spacing it out but to each their own.
