machined faced wheels

What does it mean when a wheel is black powder coated with machined face?

How does this differ from a wheel which is chrome (other than price)?

Powder coating is a process that involves electrostatically charged powder being applied to metal, then it is baked to melt the particles so they form together. Wheels are powder coated then parts of the face of the wheel are machined to expose the metal again on some spots for visual effects. Woh did that make sense to anyone?

I had a friend that had a powder coating shop but at the time I didn't have anything I wanted powder coated. When I finally found some wheels that I wanted done I called him and he said he sold the bizz.
