Throttle Control Motor Lock P1128 on 2000 Tundra 4.7L

I have a 2000 Tundra 4WD 4.7L V8 SR5. I bought it new in 2000 & currently have 72,000 miles. A year ago at 63K Throttle pedal went dead & the check engine light came on with a fault code P1128 > "Throttle Control Motor Lock". I could reset by turning off and starting again (reset the computer lock out of the TCM) I took it to a mechanic who changed the Throttle Control Motor. Ran good for almost a year but has started to do the same thing again. The only fault that sets when it happens is P1128. Local dealer says he has never sold or replaced a TCM before. Replacing the TCM obviously was not the root cause.
Can anyone provide previous experience or information about this problem and how to correct?
Has anyone had a problem with the Throttle Position Sensor?

I've never had to replace one on a truck but I have had to replace on on a ATV, I know for a ATV if the TPS has moved just a little bit it will through the voltage off that it puts out. I forget what the voltage was suppose to be maybe 5 V. unclick the harness to the TPS and take a multi meter and and stick the + and - in the pin holes and see what kind of votage you are getting. thats the only thing I know about this situation, and again only experianced it on a ATV not a Truck might be tottaly different.
