Spare Tire

When craniking up the spare tire is it normal when fully retracted that the winch slips like a cordless drill? I added the two foam blocks and cranked up my tire with the foam blocks between the tire and the frame. As the tire contacted the frame and foam blocks the winch stoped and freewheeled like a cordless drill at it's torque setting. The owners manual does not address this. Any help / advise welcomed.

Never knew that. Then again I only looked at my spare and wanted it out of there. I bought another rim off ebay and got a new tire the same as the four I have. I use that as my spare. I put the steel rim along with the michelin in the attic.
