Where I live, it get's down right cold. In fact it is -11 (Fahrenheit) now!
I have had the same problem. Again, no evidence of ice build up. There is no condensation on the windows, but yet they still won't go down. I believe that the glass is freezing to the upper molding and the lower wiper somehow. I have also tried moving the switch back & forth to loosen the window, but with no sucess. Once the truck warms up, they will operate. Makes it difficult when going through the drive-through, and all you want is a cup of coffee....
My GM did the same thing..

Normally in the northeast, it was colder. Last time we drove back home, it was actually nice and warm and went to lower my window. After some time, I attempted to open the window again and the window makes an irritating cracking noise. I tried to wipe/spray the wiper motor and rubber with a silicone spray and it works.

I've had the issue with every vehicle I have owned when living in Minnesota. No problems in Florida though. It was a steamy 97 degrees last night when I got back in my truck in a parking garage.
