Dude, That dealership is b.s. I went in with hid's after my factory fogs which can not handle H2O AT ALL had failed previously...
I explained why I switched to hid's ( hid bulbs actually do not care as much about water due to the way they work...) I told them that the hid bulb could only handle so much water till it shorted, they swapped the passenger side housing, no issue...
The pass side inner fender well had slots cut out in the front of it and that causes road spray directly onto the back of the bulb...
If you drive in a really hard driving rain on the highway for a few hours, say northern Mi to near Detroit, the fog light will take on water even stock...
sucks that they tried to bone you... Eph, em, you have your history with water taken into the housing... I say to take it to the service manager and/or general manager, then from there to contact the BBB no matter what the outcome.
