Sorry bout your bad luck! If it makes you feel any better I took mine off on purpose. The odds of finding this person is slim to none, so I'm assuming you are just venting here...

That problem had gone away for a couple of years. Looks like it's back in California. You're the 2nd one in a week to report this problem. There's a fairly long thread on TS about it.

In your area of CA do they stick the meter near your exhaust pipe while the truck is running to check it like they do in other places?

We used to do a couple of those a week when I worked down in Pacific Beach. Balboa Park was really bad. Like a shopping mall for cat thieves.

Josh, they sniff us and do a visual inspection. The smog test runs whlile the machine is connected to the OBDII port also.

The cats are high enough that I would look into an insurance claim and ask for factory replacement pipe. The shop you have weld in new cats will probably just use standard mig/wire...not stls.

went to toyota to get the price quote on it. cost $1704.09 for just the passenger side then another $300 for install. this is ridiculous!

That's just stupid for that price, I would walk out and say no thanks... You can buy a Walker or Magnaflow Catalytic Converter off of eBay, all you will need to do is find out the pipe size and get the exact same size inlet/outlet cat. converter and have it installed on your truck.
