That problem had gone away for a couple of years. Looks like it's back in California. You're the 2nd one in a week to report this problem. There's a fairly long thread on TS about it.

In your area of CA do they stick the meter near your exhaust pipe while the truck is running to check it like they do in other places?

We used to do a couple of those a week when I worked down in Pacific Beach. Balboa Park was really bad. Like a shopping mall for cat thieves.

Josh, they sniff us and do a visual inspection. The smog test runs whlile the machine is connected to the OBDII port also.

The cats are high enough that I would look into an insurance claim and ask for factory replacement pipe. The shop you have weld in new cats will probably just use standard mig/wire...not stls.

That's just stupid for that price, I would walk out and say no thanks... You can buy a Walker or Magnaflow Catalytic Converter off of eBay, all you will need to do is find out the pipe size and get the exact same size inlet/outlet cat. converter and have it installed on your truck.

Ca has laws regarding that, too. Cats for sale in Ca now have identification codes on them. If the ID code on a replacement converter doesn't match the application, you fail smog. We had to turn in all of our catalytic converters and buy ones with the ID codes.
I'm not sure how well this is being enforced. Even many parts stores are not aware of it.

This is from one cat supplier...
"Cal Converter sells only CALIFORNIA LEGAL CARB-Approved products which are legal for use in all 50 States including California. Every catalytic converter listed on our site has the required C.A.R.B. Executive Order number marked directly on the shell, as required by California law. Cal Converter is your source for the best quality direct-fit replacement catalytic converters and oxygen sensors at discount prices.

For vehicles registered in the state of California Catalytic Converters must be certified by CARB (the California Air Resource Board) to be sold, used or distributed for use on any motor vehicle that is registered in the state of California.

CARB was established in 1967 as a watch dog to hold California emissions to higher standards than the other 49 states of the USA .Because CARB pre-dates the Federal Clean Air Act of 1969 California is the only state permitted to enforce their own emissions standards. In most cases cars equipped with a California emissions system run cleaner than vehicles with a 49 state or federal emissions system. As of 1996 many states have upgraded their standards to California standards emission systems for new vehicles sold in that state. Not all of our catalytic converters that are listed for 'California' emissions vehicles are CARB certified. Example: If your vehicle is registered in another state than California with California emissions from the factory on catalytic converters we have listed with 'California emissions' that are Non-CARB certified we are unable sell them into into the state of California. As of 1994 California has adapted OBD II (2) 'On Board Diagnostic' type emissions and engine management systems. From model year 1996 all 50 states have ODB II(2) type emissions and engine management systems.

California state law only permits us to sell catalytic converters that are CARB certified into the state of California for personal use, auto parts stores, installers or automotive shops. The catalytic converter must have a CARB ID code or stamp on it to be sold into the state of California for personal use or installation by an installer. We are unable to accept any order from a California on Non-CARB certified catalytic converter. If you place an order from the state of California on a Non-CARB certified catalytic converter your order will be canceled and your method of payment refunded."

Things are just plain out of hand here in Ca.

If you can find a CARB compliant cat online, I totally agree with Josh. Let the insurance Co write you a $2000 check, then weld in one of the aftermarket units.
