Cruise Control Problem With Towing Load

I had similar problem with the Cruise Control while pulling boat from Florida to Ohio. Turned off Cruise Control and trucked would comfortably shift from 4th gear to 3rd gear in the mountains. With Cruise Control "On" it would shift down to 2nd gear which really pushed up the RPM's. I am pulling 8k. Cruise works fine with 8K load on flat terrain.
