How can they possibly be more strict on motorcycles than cages? Cages have had catalytic converters for 30 years. Even today, only a handful of bikes have them.........and yes, when you hammer the throttle doing a dyno run, 2 wheels or 4, they all go open loop and pig rich to protect the engine. However, 99.9999% of the time the engine is NOT at WOT, like it is for a dyno run, they run very lean.

Also, I believe the TRD CAI has the carbon filter. Maybe someone here can confirm.
