He's talking about rail dust. This happens in shipment of truck from the factory or port authority to the city of destination. What the dealership does is have your truck detailed and more than likely they will claybar your truck to make it feel smooth along with taking out all imperfections, i.e. rail dust.
I had this done on my 03 F-150 and 06 Silverado LT3. Both came out great.
