Actually the fog light switch is on the headlight stalk. It is a small rotating switch about an inch up from the end of the unit.
As for your idea, any new fog lights should come with the proper wiring and mounting hardware. If you hooked them up and then sistered the wire through the (what I assume is there) pre-existing firewall hole you should be able to run it right up to any location you want; including any number of the blank spots on the dash.
However, I would think that wiring it in to make it look stock on the (pun) stalk, wouldn't be the most cost effective. It would require replacing the unit rather than just simply drilling a small hole.
